JDS Emergency Management Specialists prides itself on being, well, different. After twenty years in emergency management and response, what we saw coming out of government was frankly boring, uncreative and ineffective.  Creating templates that are easy to use, nice to look at, and fun to exercise has been proven to have incredible value.  Who wants to write a huge plan and then never use it?

Our methods of using the Whole Community approach, where communities interact with government agencies in real, meaningful dialogue has been successful throughout the Bay Area.

Diana Homsey

Founder and CEO

Diana Homsey is an emergency management leader with over 25 years of experience in disaster response, public safety, and large-scale event coordination. She began her career in Alaska as a helicopter glacier guide and first responder, later managing search and rescue operations in both Alaska and California.

In San Francisco, Diana has served in senior roles with the Department of Emergency Management, the Port of San Francisco, UCSF Police Department, and the Department of Public Works—leading emergency planning efforts, opening Emergency Operations Centers, and streamlining special event operations.

A driving force behind San Francisco Fleet Week for more than 15 years, she served as Chief of Staff and founded her consulting firm, JDS Emergency Management Specialists, in 2023.

Daniel Homsey

Team Leader

Daniel Homsey is a community resilience pioneer from San Francisco, California. He is an internationally recognized expert in the field of community disaster resilience with a focus on mitigating the impact of climate change driven shocks on vulnerable populations and communities. His track record of supporting communities as they craft hyper local resilience strategies that focus on mitigation, readiness and response while focusing on cultural competency and resident leadership development has been proven to be effective under multiple hazards. Daniel has been recognized by the Centers for Disease Control (CDC), the Federal Emergency Management Agency (FEMA) and the United Nations (UN) as a best practice and has influenced other municipalities’ community resilience development work. 

Daniel worked for the City and County of San Francisco for twenty years and is the creator of the Neighborhood Empowerment Network and The Shake Tank.
